(c) In structures to which Section C2.2b is applicable, in lieu of using $\tau_{b}<1.0$, where $\alpha P_{r} / P_{n s}>0.5$, it is permissible to use $\tau_{b}=1.0$ for all noncomposite members if a notional load of $0.001 \alpha Y_{i}$ [where $Y_{i}$ is as defined in Section C2.2b(a)] is applied at all levels, in the direction specified in Section C2.2b(b), in all load combinations.
